Judy D. Banks
Acting Director of Personnel 
Judy D. Banks serves as acting director of the DC Office of Personnel.
Banks serves as the primary advisor to the mayor on human resources
issues and programs. She oversees a staff of 130 human resources
professionals and manages human resources programs that affect all
of the District government's employees.
Banks has served the District government in a variety of management
positions for more than 27 years. Formerly, Banks was the director
of the Office of Pay and Retirement Services, an office of the Office of the Chief Financial Officer's (OCFO)
Office of Financial Operations and Systems, where she served as
the primary advisor to the mayor and chief financial officer on
pension, payroll and related human resources programs. Prior to
serving in the OCFO, Banks was the interim director of Personnel,
director of the Central Employment Information Center, associate
director of Personnel for Field Operations, and associate director
of Personnel for Administration and Finance. Banks' accomplishments
include her partnership with George Washington University and the
Brookings Institute to design a citywide, high-level human resources
development program as well as the Certified Public Managers Program,
a certification program in public management for mid-level managers.
Banks is a past president of the Government Finance Officer's
Association (GFOA) of the Washington Metropolitan Area and was chairman
of the national GFOA's Black Caucus. Banks earned a bachelor's
degree in history from Spelman College in Atlanta, Georgia.
