Letter Details Pay Increases For District Employees
DCOP Director Milou Carolan released the following letter announcing the details of four pay resolutions recommended by Mayor Anthony Williams and approved by DC Council.
Dear Agency Directors and Human Resources Advisors:
I am pleased to announce that the DC City Council has approved four pay resolutions recommended by Mayor Anthony Williams to increase salaries for selected union and non-union employees. Please share this exciting news with your employees.
Pay Increases
The following employees will receive pay increases:
- Employees in collective bargaining units within Compensation Units 1 and 2 who were active as of September 8, 2001, will receive a 4 percent salary increase for FY 2001, retroactive to the first day of the first full pay period of FY 2001 (October 8, 2000). In addition, full-time employees who were active between August 22, 2001 and September 22, 2001 will receive a one-time bonus of $500, and part-time employees will receive a one-time bonus of $250. Subsequent Compensation Units 1 and 2 pay increases for FY 2002 and 2003 will be implemented through separate pay resolutions at the appropriate time.
- Civilian communications workers in the DC Fire and EMS Department will receive the same salary increases and bonuses as employees in Compensation Units 1 and 2, as stated above. In addition, they will be placed in a pay schedule that is comparable to the police communications workers pay schedule. Full-time employees will also receive an additional one-time bonus of $1,040, and part-time employees will receive an additional one-time $520 bonus.
- MPD Police Captains and Lieutenants will receive a 5 percent pay increase for FY 2002, effective October 7, 2001. This increase is not retroactive.
- Certain non-union employees in the Career Service, Excepted Service, Management Supervisory Service, and Legal Service who were active as of September 8, 2001 will receive a 4 percent salary increase for FY 2001, retroactive to October 8, 2000. In addition, full-time employees will receive a one-time payment of $1,000, and part-time employees will receive a one-time payment of $500. Temporary and WAE employees will receive the retroactive salary increase for FY 2001, but they are not eligible to receive the one-time payment.
No Pay Increases
The following employees will receive no pay increase or one-time payment:
- Employees in grades 15 and above on the non-union District Service pay schedules, Legal Service/Senior Executive Attorney Service pay schedules, and the Mayor's Excepted Service pay schedule;
- Uniformed, non-unionized police and fire personnel, with the exception of Police Captains and Lieutenants, who will receive the increase noted above;
- Executive Service employees; and
- Non-unionized employees at the University of the District of Columbia; the DC Public Schools; the Department of Mental Health; and the Financial Responsibility and Management Assistance Authority.
Payment Schedule
Eligible employees will receive three separate checks by early November:
- The first paycheck for FY 2002, covering the pay period October 7, 2001 through October 20, 2001, which will reflect the base pay increase;
- A retroactive check, covering the period from October 8, 2000 to October 6, 2001, for 4 percent of base and 4% of premium pay; and
- A one-time payment for the appropriate amount, as described in the Pay Increases section above.
Employees who currently use Direct Deposit for their paychecks will have all three checks automatically deposited in their accounts and receive the earning statements in the mail.
