At his weekly press conference this morning, Mayor Anthony Williams introduced Judy D. Banks as his nominee for Director of Personnel. He also named Carol J. Mitten, MAI, as the new Director of the Office of Property Management.

Ms. Banks has served the District government for more than 28 years, including two terms as Interim Director of Personnel. Prior to rejoining the DC Office of Personnel in 2002, Ms. Banks was the Director of the Office of Pay and Retirement, within the Office of the Chief Financial Officer.

Mayor Williams stated, "I have great confidence in Judy Banks. She has served the District for over 25 years. Of all of those who applied for the job, Judy Banks was clearly the most qualified. We want the best person available for this position and she is the one. She has done an excellent job serving as Interim Director. Her confirmation hearing is scheduled for early November, and any questions concerning her residency will be discussed with the Council at that time."

Ms. Banks is a past president of the Government Finance Officer's Association of the Washington Metropolitan Area. She earned a bachelor's degree in history from Spelman College in Atlanta, Georgia.
