Administrator, Youth Services Administration

The Department of Human Services (DHS) is seeking an Administrator to lead the Youth Services Administration. The Administrator is responsible for leading, planning, administering, and directing the juvenile justice system's pre-trial/pre-hearing detention services, post-trial institutional services, services to committed youth placed in residential and non-residential programs, and aftercare services. The Administrator is responsible for collaborating with other child services agencies, the court, public and private providers, and advocacy groups who provide services to children within the system. The Administrator establishes programs and policies to accomplish the mission and goals of the Youth Services Administration, within those guidelines provided by the Deputy Director for Programs as well as Federal and District rules, regulations, statutes, and applicable legislation.

The Administrator directs the citywide juvenile justice services. This includes developing, issuing, and implementing the agency's mission, guiding principles, policies and procedures, definitions of standard of care, and performance measures. In addition, the Administrator manages resources to ensure that appropriate human, technological, programmatic, therapeutic, and educational services are provided for the overall agency operations and service delivery system. The administrator also appears before the Council of the District of Columbia to present budgetary documentation for program operations. The Youth Services Administration consists of more than 400 professional, paraprofessional, technical, administrative, clerical, and other support personnel, and it has a $50 million budget.

The ideal candidate will possess a Bachelor's degree in Human Services, Psychology, Social Work, or Criminal Justice or have equivalent experience. A master's degree in one of the above subjects or another relevant course of study is highly desired. Candidates should possess extensive knowledge of juvenile justice system operations, juvenile correctional programming, rehabilitation methods, social work practices, community corrections, institutional operations, and court processes and operations. Candidates should also have current knowledge regarding trends in juvenile justice, federal funding, federal statutes, and have executive managerial skills.

Salary: $93,171 - $121,089. Full-time residency within the District of Columbia is a requirement and must be accomplished within the first six months of employment.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS: An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment.
