Senior Program Analyst (DS-343-14)
Salary: $65,705 - $84,682
This position is located in the Office of Labor Management Programs (OLMP), Office of the City Administrator (OCA). The OLMP is responsible for institutionalizing labor-management partnerships and administering a comprehensive citywide labor-management cooperation program for all agencies under the administrative authority of the Mayor. The office also provides staff support for the District of Columbia Labor-Management Partnership Council (DCLMPC), which is co-chaired by the Mayor (and alternately the City Administrator) and the President of the Metropolitan Washington Council, AFL-CIO.
Position Summary:
The Senior Program Analyst must possess extensive knowledge and experience in the discipline of labor-management relations and provide the Director with sound recommendations concerning the implementation of partnerships in agencies and strategies to support the growth and development of agency partnerships and other OLMP initiatives. The Senior Program Analyst will serve as a team leader in conducting training; monitoring processes; recommending remedial action as appropriate to ensure the continued viability of assigned agency partnerships; meeting routinely and maintaining solid working relationships with agency labor-management officials for each assigned area of responsibility; identifying new opportunities for the expansion of partnerships to other areas of government; preparing written status reports and issue papers; developing training and resource materials; producing the DCLMPC newsletter; developing and maintaining the DCLMPC/OLMP web site; and assisting with the planning and administration of the annual DCLMPC Symposium.
Required Qualifications:
The ideal candidate will possess a bachelor's degree and a minimum of 5 years relevant experience, or a combination of relevant education or experience. In addition, the candidate should have expert knowledge of labor management and human resource management principles, policies, programs, methods, practices, and techniques, as well as demonstrated oral and written communications skills in developing and adapting materials for diverse audiences with various levels of understanding of innovative work organizations and labor-management relations programs, practices, methods, and techniques. The candidate should also be able to work with diverse teams and establish and maintain excellent working relationships with a variety of groups and individuals, some of who may have opposing points of view.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:
An individual selected for employment in the District Government
on or after January 1, 1980, who is receiving an annuity under District
government civilian retirement system, shall have his or her pay
reduced by the amount of annuity allocable to the period of employment.
