Deputy Director, Program Operations, Child and Family Services Agency

The Government of the District of Columbia is seeking a Deputy Director for Program Operations to work in the Child and Family Services Agency. The successful candidate must be a child welfare expert and with experience managing reform. Prior demonstrated involvement with running a public (i.e., city or state) child welfare system, particularly in an urban environment, is essential. The incumbent will be responsible for directing and overseeing the implementation of all core line functions related to planning, developing, managing, organizing, staffing, direction, and control. A Master's degree in Social Work will greatly enhance the individual's contribution to the agency's leadership. The incumbent will coordinate the delivery of quality, comprehensive, family-centered, and culturally appropriate services that are closely linked to community- and neighborhood-based supports.

The Deputy Director for Program Operations reports to the Director of the Child and Family Services Agency. The Deputy Director leads a staff of five direct reports, including the Administrator of Intake and Investigations, two Administrators of In-Home and Reunification Services, the Administrator of Permanency and Family Resources, and the Director of the Office of Youth Development. In turn, these Administrators lead a staff of approximately 500 who represent a variety of occupational and functional disciplines, with an emphasis on Social Workers.

The incumbent must exercise an advanced degree of initiative, creativity and sound, experienced judgment in dealing with problems and issues of a complex, controversial and unprecedented nature. Additionally, the successful candidate will possess a track record of handling a wide variety of unpredictable emergencies in service delivery under extreme time constraints. Further, this individual must carry out his/her responsibilities in compliance with pertinent District and federal laws, and regulations and policies that govern and affect child welfare resources and placement services and programs. Effectiveness in this role is evaluated through success in accomplishing goals and objectives.

This position requires residency within the District of Columbia. The Domicile Requirement states that the selected individual: 1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile for the duration of his or her employment; or 2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile for the duration of his or her employment. The individual nominated to serve in this capacity shall not become subject to the domicile requirement until after a personnel action appointing him or her to the position.
