Director, DC Emergency Management Agency
The DC Emergency Management Agency (DCEMA) is seeking a Director to lead the agency. DCEMA's mission is to protect the lives and property of District residents and visitors during major emergencies and disasters of all types through effective planning and timely operational response. DCEMA ensures the continuity of government during and following major disasters by coordinating communications efforts.
DCEMA maintains the Executive Command and Communications Center (ECC), which provides communications and timely information regarding city conditions to the Executive Office and other key District Government officials. The ECC is staffed 24 hours a day, 7 days a week and is augmented by additional personnel when situations require it. In addition, DCEMA manages the Emergency Operations Center (EOC), the civilian operations command center used during disasters and emergencies. The EOC is connected through multiple technologies to the Metropolitan Police Department Joint Operation Command Complex (JOCC), the law enforcement command center, as well as the specific operations centers of other critical agencies such as the District Department of Transportation and the Department of Health.
The Director is a member of the Mayor's Cabinet and works under the general direction of the Deputy Mayor for Public Safety and Justice, who provides guidance and makes assignments in terms of general objectives and priorities. The Director is responsible for: 1) assuring the District of Columbia's readiness and operational capability to respond to and recover from local emergencies, natural or man-made disasters or national emergency situations; 2) maintaining the Executive Command and Communication Center (ECC) and the Emergency Operations Center (EOC); 3) coordinating special events that occur in the Nation's Capital, such as the Presidential Inauguration, parades, block parties, cultural festivals, demonstrations, and national petitioning by citizens voicing their first amendment rights; 4) coordinating the local response to snow emergencies; 5) maintaining and disseminating information on the storage and transportation of hazardous chemicals in the city as required by the Superfund Amendments and Reauthorization Act of 1988 (SARA Title III), and numerous other duties.
The ideal candidate will possess a bachelor's degree or equivalent experience. Six years of Public Safety experience is desired, with at least three years in emergency management. It is required that the incumbent have extensive knowledge of federal, state, and local regulations, criteria, and standards for dealing with emergency response, Homeland Security and general safety issues. Qualified applicants will have proven senior leadership experience. The ability to effectively coordinate a variety of emergency management related activities, to develop emergency management plans and procedures, to effectively consult on emergency management issues, to communicate effectively, both orally and in writing, and to work collaboratively with diverse groups on complicated projects is required. Salary: $111,500 - $140,000.
