
What is the process to allow line staff to move into management positions?
All Career Service employees may compete for management positions through the merit system. Vacancies are posted on the DCOP website at http://www.dcop.dc.gov/services/employmt_opp/current_vacancies.shtm.

Has the District Personnel Manual been updated? Where can we get a copy?
The District Personnel Manual, or DPM, is updated as policy changes. Many chapters of the DPM are available online at http://www.dcop.dc.gov/information/publications/dpm/index.shtm.
If you are looking for a hard copy, most agency HR advisors have an updated DPM. They are also available MLK Library. You may also request copies of specific chapters from the DC Office of Personnel Office of Policy at (202) 442-9644.

Is the District able to attract the "best and the brightest" to work for them with the current resources?
Yes! Take a look around… there are many examples talented employees throughout the District government.
A great example of this can be seen through our Capital City Fellows Program. Inaugurated by Mayor Anthony Williams in the fall of 1999, the Capital City Fellows Program (CCFP) attracts talented, educated men and women to work for the Government of the District of Columbia. Recent graduates of master's degree programs in public administration, public policy, urban planning, and related fields compete for two-year fellowship appointments to work for the city.

How does the promotion process work through MSS?
As in the Career Service, promotions are subject to open competition under the merit system. In some cases, if you are in a position that was advertised with known promotion potential, you may be eligible for a promotion when you have mastered the skills required for your current grade without competition at the discretion of your supervisor.

Why is there no probationary period for MSS managers when they are hired?
A probationary period is not necessary given the "at-will" nature of these positions.
