Performance Evaluations
To be eligible to receive an FY 2003 Performance Evaluation, an
employee must have had an official FY 2003 Performance Plan in place
for at least 90 days prior to the end of the rating period.
To complete a Performance Evaluation for a subordinate:
- Login to Online PMP through the HR Applications Gateway on the DCOP intranet. This is not accessible to the general public or from locations that are outside the DC government's wide area network.
- Select "Performance Evaluation" under "Subordinates" menu.
- Select subordinate for whom the evaluation will be completed, and click "OK." Options presented on the next screen will depend on the documents that already exist in the Online PMP system for the subordinate employee.
- Complete the Performance Evaluation. A Performance Evaluation includes the following:
- Competency Ratings: Supervisory employees will be rated on all 15 competencies; non-supervisory employees will be rated on 10 competencies. All competencies will be rated using the PMP five-point scale, and must include comments to justify each rating assigned. Definitions of competencies are available online.
- SMART Goal Ratings: Each SMART goal will be rated on the PMP five point-scale. Narrative comments must be included to justify the rating assigned to each goal.
- Overall Performance Rating: The Online PMP system will automatically generate the Overall Performance Rating.


Performance Plans
To complete a Performance Plan for a subordinate:
- Login to Online PMP through the HR Applications Gateway on the DCOP intranet. This is not accessible to the general public or from locations that are outside the DC government's wide area network.
- Select "Performance Plan" under the "Subordinates" menu.
- Select the subordinate for whom the Performance Plan will be completed, and click "OK." Options presented on the next screen will depend on the documents that already exist in the Online PMP system for the subordinate employee. Select most appropriate option.
- Complete the Performance Plan. A Performance Plan includes:
- Competencies: A review of competencies and how each applies to the subordinate's position. Definitions of competencies are available online.
- Individual Performance Plan: 3 - 5 SMART goals with weightings and due dates.
- Individual Development Plan: 3 - 5 Development Objectives.


PMP Rating Levels
Performance Management Program Rating Levels
- Level 5 (Significantly Exceeds Expectations): Consistently and significantly exceeds performance expectations; exceptional accomplishments are obvious to managers and peers
- Level 4 (Exceeds Expectations): Consistently exceeds performance expectations in most areas and meets expectations in others
- Level 3 (Meets Expectations): Consistently meets key performance expectations and may exceed on some expectations
- Level 2 (Needs Improvement): Meets some performance expectations but requires improvement in one (1) or more areas
- Level 1 (Does Not Meet Expectations): Consistently does not meet performance expectations


HR Applications Gateway Usernames and Passwords
The HR Applications Gateway is a secure system that requires a username and password to enter. Usernames and passwords originally used for Online PMP will work to enter the HR Applications Gateway.
The DC Office of Personnel (DCOP), Performance Management Unit, does not have access to password information. If a user knows his/her username, a new password can be automatically generated from the system and directly emailed to the user by clicking on "Forgot Password" and entering the username.
New users should contact their agency Human Resource Advisor to obtain access to the Gateway and Online PMP. Existing users may contact their agency Human Resource Advisor to obtain login name information.
Human Resource Advisors should contact DCOP's Security Administrators at
HRGateway_Admin@dc.gov to set up new users in the HR Applications Gateway and Online PMP.
